Non-lethal force methods usually don't work fast enough to instantly take down somebody with a gun. And he couldn't have known it was going to jam. Besides, anybody who shoots at a cop knows what's coming their way.

i thought both were obvious, when a gun jams one of the main reasons is due to poor maintanace of the firearm, usually through a lack of cleaning. from what was written on the card it means he will resist arrest and put up a fight (as in shooting at a cop), with paddy wagon meaning police car
