2000 with only 20 tacticals and 5 scouts... IMO not enough troops. Rifleman dreads seem more underwhelming in a non-mech list than they already are to me.
There just seems to be too much dumped onto the command squads, which I think too many overestimate their durability.
IMO, keep the command squad cheap. Invest in more tacticals or infantry units as you are using Siccy after all.

This is a little story about four people named Everybody, Somebody, Anybody, and Nobody.
There was an important job to be done and Everybody was sure that Somebody would do it.
Anybody could have done it, but Nobody did it.
Somebody got angry about that because it was Everybody's job.
Everybody thought that Anybody could do it, but Nobody realized that Everybody wouldn't do it.
It ended up that Everybody blamed Somebody when Nobody did what Anybody could have done.

Not enough troops and the two command squads are zapping points from your army, which could be used else where.

I appreciate that those command squads worked well for you - but that was against necrons right? Necrons don't really have much to beat armour and FNP saves. Against lots of armies, meltaguns/plasma/ordnance templates/high initiative assault units will just mince the command squads - and then, the rest of your army starts to look quite weak.
