It says nowhere in the rulebook about disembarking with a transport, or firing from one when moving, so I've always assumed the the unit counts as not moving.
Is there a propor rule?
And, if a squad disembarks from a landraider that hasn't moved, does that mean that if an enemy is within 12" the unit may do a full turn w/o being held back by transport Embarking/disembarking?

Um... it should be in there.
It says the unit counts as moving if the transport moves.
As for the second part.
If they disembark first, they are allowed to act as normal, but still count as moving.
And it's not just 12" but 15" from an exit point.

This is a little story about four people named Everybody, Somebody, Anybody, and Nobody.
There was an important job to be done and Everybody was sure that Somebody would do it.
Anybody could have done it, but Nobody did it.
Somebody got angry about that because it was Everybody's job.
Everybody thought that Anybody could do it, but Nobody realized that Everybody wouldn't do it.
It ended up that Everybody blamed Somebody when Nobody did what Anybody could have done.

IIRC the current Dreadnought kit comes from a time when the multi-melta wasn't a wargear option.
