I'm working on my leviathan and need to attach the PVC doomsday cannon to the front of the Shrine of the Aquila. Any one know what glue to use?

It's kind of heavy, I was acutally thinking of using small wood screws.

There is a PVC adhesive (plumbers use it for joining sections up), but it will soften, warp or deform plasticard. Thicker styrene should be fine.
Although I don't know how thick the plastic is in your model.

The piece in question is about as thick as a cities of death wall. 1/8 inch or so.

You may have to test it, but most shops that suyyplt PVC pipes will also sell a form of poly cement.
Its a little dtronger than the basic GW stuff though, so i would test it on a sprue 1st (may melt it rather than weld it together)
Failing that, ill try and get hold of some and try it out on GW plastics.

I'd go with what Clthomps said and just use liquid nails.
Alternatively, a two piece epoxy resin would probably work great.

The stuff they sell in hardware stores melts PVC together, I wouldn't put that anywhere near my model.

Gorilla glue would hold it just fine. Rough the pieces up you intend to glue, and then moisten them a bit. Just remember that Gorilla glue expands a bit. Ive used it to fix kitchen chairs, and the bond hold my ass up
