as the name suggests I have built my army in the past with almost no thought as to how it was put together and have suffered for it.
so the challenge is to make a decent list out of this:

1x libraian
1x chaplian
1x captian
1x terminator squad
1x terminator assault squad
1x 5 man combat squad
2x scout squads ( 4 with bolt pistols and chain swords 4 with bolters and 2 heavy bolters)
1x scouts with rifles
1x dreadnought ( with multi melta and dread CCW)
2x devastor squads ( these squads were built with a regular devastor squad out of box and then takeing the bitz and adding them to a 5 man tactical squad so I come up with 2 heavy bolters 2 plasma cannons 1 missle launcher 1 multi-melta 2 laz cannons and 2 seargents)
1x vindicator built with seige sheild
1x land raider crusader
1x predator (with auto cannon and heavy bolters)
1x whirlwind
3x rhinos
1x land raider (standard)

I so far have made unimpressive lists
can you do better?

Pat that askala, O-H-I hate this stupid state

Well from just looking at it i know you have alot of different stuff minus the three WWs and rhinos but that is besides the point. I dont know SM very well but know alot of people in this game tend to spam certain aspects of their army. So maybe start with something like spamming vindicators or at least two.

Then it comes to be that the soothing light at the end of your tunnel, its just a freight train coming your way!

What points build were you looking to have? You have alot of stuff but what do you want your army to really be proficient at?

Personally this is what I would do if I had this list. Go to the warstore.net and buy Razorback tops for those Rhinos. Its cheap and makes your rhinos into a more effective transport. Then get some regular tact squads. You really don't have enough Troops units to hold objectives. Even if you just bought 2 boxes it would help you out greatly because you can combat squad them and put half into the Razorbacks and the other half with the heavy weapon in your back field. 2/3rds of the games you play will be objective based so you really need these units.

Here is a list I would run if I had your models and added those few things. This is just a basic 1k list.

HQ:
Captain
Power Weapon
Melta Bombs
120
-The point to both of the HQ units is to put them in with your combat squaded Tactical units to bolster their ranks.

Chaplain
Melta Bombs
105

Troop:
Tactical Squad - 10
Flamer
Missile Launcher
Razorback
[210]
- Combat squad these units. Make sure you have your Heavy weapon sit in your deployment zone and take pot-shots at enemy armor.

Tactical Squad - 10 models
Flamer
Missile Launcher
Razorback
[210]

Tactical Squad - 10 models
Flamer
Missile Launcher
Razorback
[210]

Scout Squad - 5 models
Heavy Bolter
[85]

Heavy Support:
Predator
[60]
- you want this to be a cheap target. Rip off the side sponsons. This can block enemy LOS and its 2 shots can still punch decent holes into things.

This is a basic enough list that you can still get comfortable with the army and learn how to use it. No offense but it seems that with looking at what you own, you are fairly new to the game. This is a decent kind of list so that you can get used to the rules and still have a fun time playing with your friends. It is in no way super competitive.
