If two gargantuan creatures or two super heavy walkers were engaged in hand to hand combat with each other can they be fired upon by other units in an apocalypse game? If a Hierophant was in combat with a warlord titan could the respective armies fire at one of the two figures, or are they protected from being target by ballistic attacks by being in combat?

You cannot target models locked in combat.

I think that is the only time Gargantuan / titan creatures are considered to be locked - otherwise any non-gargantuan unit assaulting is automatically disengaged. (from memory)
If they are considered engaged, unless an exception exists, no more shooting at them.

Which is hilarious when you think about some assault termies banging on the shins of a titan.
"Sarge, the legs are engaged, let me shoot this plasma cannon at the torso or head."
"No can do, son, it's in combat, we can't shoot at it."

Except assault termis could not engage the model long term - at the end of their phase they disengage.
Now if it were a warlord and a biotitan - are you really going to risk firing on your own GodMachine just to try to add your puny firepower to the battle?
