In modern day terms?
Red isn't very common for camouflage. There were trials a decade or so back where they tested out a combination grey/red/black urban alternative uniform but it didn't go off so well. Red just isn't a predominant color outside of bricked buildings.

here, these are from mw2  and the top is fall camo and the botton is the russian urban camo. there redish like, but the uses in 40k could also be a red deasert environment like mars or a valcanic world that glows red or just a imperial guard uniform red, like the vostrians and preatorians

I remember the red and black camouflage being really useful for hiding in brick or burning buildings in Metal Gear Solid 3. That's all I can really think of though.

Hate to be the guy to use knowledge from a video game, but in the "camo" section of rainbow 6 vegas 2 it mentions a red camo being used as a handicap during wargames / training excercises. Of course, this is from a video game and is likely completely falsified.
That said, it wouldn't surprise me if it's used in a bootcamp/training environment somewhere.

@ Kanluwen: ? Okay, I assume you mean that I should toughen up, and if so then I am. I am going to madel my Cadians a little different though, I will be using Empire Handguns and will probably be extending the coats to something like this, though I wonder if it is from Forgeworld. I did some scouring but could not find it.

Because it's spread over 3 books.
There's also the fact that it's protected material like any novel/text.
If you want any specifics, feel free to ask and I can refer you to the exact book however.

Sounds fun and interesting. A decadent hive world famed for hi technology thats seen better days. Lots of scope for modeling your army right there. Imperial guard with laslock rifles and pistols would be nice to see if your still planning to use empire parts in your models. would make for a cool theme.

yeah, I plan on painting them with the regular cadian pattern, only with Red armour istead of green. I wanted to do this because of its nearness to the Cadian gate.
I think making the vehicles look a bit worn wouldn't be out of the question as well.
I think I will try to make the Stasis cannon, using Baneblade parts and maybe a defence lazer or two.

If it's near the Cadian Gate and a hive world with high technology no less...then they'd probably be using the same equipment as Cadians, period. Same lasrifles, same laspistols, et all. The only real variation I could see would be in armored vehicles(and even then only if it's a PDF/Interior Guard unit) much like the Urdeshi variant Reavers, Brigands and the like.
As for laslocks...ugh. That's one of those things Abnett shouldn't have introduced. It's described as essentially the same thing as a sniper variant lasrifle, in that it fires a hotshot round and entirely drains out the cell in one shot.
But looking at the fluff for the planet...I'd say an emphasis on veteran units and going more "tech heavy" wouldn't be too out of the question. Scopes mounted on the lasguns, full enclosed blast helmets, maybe some Adeptus Mechanicus symbols on the body armor alongside the Aquilas?

Oh yeah. Once I get some Greenstuff, I will be placing cogs everywhere. I have found that it looks better for Guard to go without that thing on the back of their torsos that jut out, so I have been taking those off, and will be replacing it with a Cog symbol, as well as a cog or two on the Voxes and Promethium tanks.
Though I have found some conversions, I am wondering if anyone has any other Ideas? Its not that that is enough, I just like having alot of opportunity.

You could always make servitor guardsmen. Theres a few blogs out there with nifty conversions for adeptus mechanicus guard out there to get ideas off of. And in the fluff it says how the planet has skitarii admech forces stationed on planet. You could get some ghoul models, greenstuff and wire for servitors. Theres some really good pics of mechanicus guardsmen if you up for greenstuffing robes on your guard and using styrene sheet cut up to modify their armor and add mechadendrites etc. Tons of directions you could go for.
