Alright I'm strongly considering picking up marines and from what I've gone up against I've devised a list that, in theory, will do well... I think... Maybe  . Only explanation needed is that the librarian is going with one of the tac squads for objective grabbing. I've never looked at the space marine lists on dakka before so tear this list apart if it's bad. Thanks for your time.

I personally run 10 sternguard with a droppod but I always put the Libby with them. I take Nullzone and The Avenger as powers. Nullzone with Hellfire rounds are a magic combination for me because I see alot of Deamons and C'tan where I play.

Deathwind Launcher while expensive are really nice. I'd recommend Meltaguns just not a flamer fan. Also those squads cost 230 not 201

Kinda on the fence with Snipers. I really like Land Speeder Storms and Close combat scouts.

I didn't take null zone because I face a lot of nids (and will soon face even more), guard, orks and sometimes marines so null zone didn't really seem to fit.
The squads don't cost 201 you're right, they cost 195. The drop pod is listed separately.
I took flamers because of what I usually go up against. The deathwind launchers are better than the storm bolter by far but I have plenty of anti horde with my bolters and flamers, I'd rather save the points.
I think I will take 2 or 3 more combi meltas but I'm wondering...
Would Vulkan be worth taking for this? I have a ton of flamers and meltas....

Vulkan Cheese'Stan... He's good for just about any Space Marines list. Can't have enuff twin linked flamers if you face alot of horde that's for sure. I don't use him because I am not from Wisconsin but that's just a personal choice for me.

I would do whatever you can to get that 10th man back in the Sternguard unit so you have the option to combat squad when they land.

I dropped the cloaks and heavy bolter from one of the scouts units to fit it back in... Should I bring a combat squad of marines in a pod or rhino instead of the two scouts units?

I think if I had to choose I would stick with the scouts, just infiltrate them into cover, preferably near or on an objective. Then do your best to keep them alive.
