It says right in the power how long it lasts. P.58 of the ork codex, 2nd paragraph first sentence.
If you read the rule you will have the answer.

Ghazzy has a +2 plus inv save for the combat phase on the turn you popped his waaagh! and the next combat phase, thats the only part that matters during "the next player turn"

I'm a little confused as to what you're confused about. It lasts, as you said yourself, for the remainder of the current player's turn, and the next player's turn.
You declare it in your turn, you finish your turn, your opponent has his turn, and then the power is finished. At the start of your next turn, everything's back to normal.

I guess to further clarify. A turn is movement, shooting, assault.
You waaagh in your shooting phase. Then you assault, now your turn is done.
So after your turn is finished, you opponent does his TURN. when he/she has done the 3 parts of a turn, then Ghaz's waaagh is done Automatically Appended Next Post: Also you can give rules as far as answering a question like this one, or debates to prove a point on how said rule works. But just throwing rules copied from the codex just cause, thats when legal problems happen

Also, remember that Thraka's Waaagh! is different from anyone else's waaagh! He can call his on your turn or your opponents turn (except for the 1st turn). In which case, it would last through the rest of your opponents player turn and all the way through your player turn and end at the start of his next player turn.
For example:
Ghaz starts getting shot at by some AP2 weaponry in my opponents 3rd turn. I want to keep him alive so I call his waaagh! giving him his special invuln save. My opponent does his assault phase and passes the turn. It's now my 3rd (or 4th, if I went first) turn. I take my turn and benefit from waaagh! because Ghazzy is special. I move, shoot or fleet and assault. I then end my 3rd (or 4th, again, depending) turn. Ghazz's waaagh! ends at the start of my opponents turn.

You can only declare a Waaaagh during your shooting phase.

A WAaaagh! yes, your correct, but Gahzzies warcry can be called "at any time"
So yes, you can call it on your opponents shooting phase

I have another question on the "at any time" thing if anytime does it mean when your opponent is about to roll his to wound rolls?
or in a simpler way
player a is shooting player b
player b is orks
player a targets ghaz and his unit with a fury of ap 2 and 1 shots he rolled his to hit now he is to roll for his to wound can player b call out the waaagh before player a rolls his to wounds?

Yes. At any time litteraly means at ANY time. You can declare it after he rolls to hit but before he rolls to wound, after he rolls to wound and before your saves or even mid way though his shooting phase if you so wish.
