I tend to playa lot of games where it is me against 2 friends (as i have a larger army than most of them), usually i bring 3000 and they bring 1500 each for example.
If you were in this situation would you be ok with your two opponents bringing separate armies (as in 2 separate FOC for a possible 6 Heavy slots in the case of 2 SM armies)?
It's never occured to me before now but i think i may have been getting shafted by people fielding teams of heavies or Elits that they woudl not be able to table on their own.

It's not Standard rules, so there is no answer. You'd be better off asking in 40k General than here. YMTC is more for actual rules discussions rather than "Do you think this is ok?"

I played a similar game this christmas, we said that the force of 2 players had one FOC per army (e.g. a chaos FOC + SW FOC put together) then the side with one army doubled everything in his FOC, 4 HQ etc. to compensate with the two opposing FOC.

moving to general discussion.
Personally its however you want to set up. I don't see anything wrong with them playing two FOC's and inverely don't see anything wrong with one big FOC on their side.

I've played both ways. There's another tau player when I am but he only has about 750 pts so he & I usually play an IG or SM players (vast majority of people around me use those).
The SM's like to take 2 FOC while the IG players don't care as they usually just mass infantry with 1 or 2 tanks.

To keep it closest to normal 40K you want one FOC on each side. However, this requires the 1500pt players to co-ordinate their army lists. Much easier to make it two FOCs on each side.

because you are hitting 3k pts it might just be easier to just go with apoc rules, cuz then forced org is out of the picture. might even be more fun
