I play footsloggin' Orks, and have nigh zero specialists, my only unit of elites (or anything, besides HQ and troops) are my Kommandos. This leaves me at a relative disadvantage against tanks. So I was wondering if it would make sense to get Rokkit Launchas for my Slugga Boyz. People are often discouraging them, which I assume is because of the Ork's BS. But if I take 2 units of 30 Sluggas, that's 6 rokkits, and odds are 2 of those are gonna hit. Against back armour, or lightly armoured vehicles I have a fairly good chance of getting a penetrating hit, so what do you think?

If you have units of slugga boys, you are going to have to forgo running in order to shoot 2 rokkits that have a low chance of having an effect.
Generally speaking, the opportunity cost is going to be high for you.
Now, to contextualize its important to know what else is in the army and the size of games you play.
If you really are without an answer to vehicles without them, then I guess the opportunity cost is worth it.
You'd be hard pressed to convince me that this is possible, as both those squads should have PK nobs.

There are better ways to get your armor penetration over rokkits in slugga squads.
Deffkoptas have a nice twin-linked rokkit, and can move 12" before firing -- giving a very respectable 36" virtual range for your rokkits. 10-15 of these will do wonders for breaking apart some tanks.
PKs are another crowd pleaser. Just run your mob up to the tank and open it up like a tin can. For even more fun, have your warboss join Snikrot and krew. He can leave the unit when he comes onto the board with them (from any table edge) and go cause mahem with his PK on your enemy back line.

They do have PK nobz, but I was worried about them being shot down to almost nothing before they got there. Also, if I took out a tank by shooting at it, before I got into assault range, that's one less target to worry about.

Rokkits are never worth it for Ork troops. If you want AT capacity, here are a couple other ideas;
-Kannon batteries with 3x ammo runts. A nicely set-up battery costs you less than 100 points for 3 BS3 S8 shots or 3 S4 blasts, and the ammor runts give you a reroll for when you really need to hit. Not great, but better than nothing.
-Tankbustas. 10 Tankbustas with 3 bomb-squigs run less than 200 points and can take out tanks very effectively. Buy somebody a trukk and let the Tankbustas steal it for extra fun.
-MANZ in a trukk. 3-4 MANZ with kombi-skorchas or kombi-rokkits in a trukk doesn't cost much and makes quite a good termicide-equivalent. The trukk negates their mobility problems and allows you to deliver a significant number of S9 PK hits to any irritating pieces of enemy armor, giving you a decent chance of scoring a kill even if it's moved at cruising speed.
-Killa Kanz with kustom mega-blastas. BS3 S8 is better than average for ranged Ork AT. And as an added bonus, that AP 2 makes them decent Termie-killers as well.
