I'm just a little unsure with how exactly to read it when they say all units must be taken "exactly as they are in Codex: Space Marines ... and may only use the options and upgrades listed there."

Basically I'm fuzzy on what we can call "options and upgrades." I'm fairly sure that it means an allied Tac Squad could take a dedicated rhino, though I'd like to hear confirmation or denial on that from someone else.

I'm a little less sure about an allied scout squad taking Telion. It seems to me he'd fall under option/upgrade but since DH weren't written with 5th ed. marines in mind I'm not sure.

Yes, they can have a Rhino.

Yes, they can take Telion.

It's basically just referring to the fact that you have to use Codex: SM. You can't take units from Codex: DA, BT or Space Wolves.

Was more relevant when the DH codex was released, as the variant Marine books at that time were just add-ons to the basic SM book.
