The BA "codex"is only an abstract. It even had not list the entrance location of transport vehicles.

I think he means it forgot to mention access and fire points for its vehicles.

No, the IGS doesn't prevent mishap. It minimises the chance of one. It stops you landing on enemy models/units and impassable terrain.

It does not prevent scatter off the board edge (which will trigger a mishap). The board edge is NOT impassable terrain.
