Depends on the type of unit they are the commanding officer of. Tactical Squad Sergeants are not permitted as outlined on page 59 of your Codex Space Marines.

Yes he may have 2 fists. Replace his bolt gun with a fist and his bolt pistol with a fist.

Assault Squad Sergeants can have 4 Lightning Claws

I feel that, yes, under certain circumstances, such as when ordered to by the Inquisition, more specifically, one who is poor at expressing themself, a marine sergeant can have to lightening claws. Which claws, I don't know. Why they must be lightened... It's a mystery.
