To a point... I mean if your running a Vulcan list and don't take any flamers or melta then that's silly. But I agree with everyone else that you build your
HQs to support your other units.
But even then I'd say Vulkan supports an army built around the short to mid-range shooting game rather than the army being designed around Vulkan. I'd say 90% of the time its best to decide how you want the army to function, choose your core units and then add in
HQ, Heavy, and Fast choices that support your core army and its functions. For example, if you wanted to build a
CSM assault army I would decide on the size and composition of my main assault elements first and then add in units that compensate for their weaknesses second.
