In most 40k games,the army should be built around the HQ,supporting it
as they are the ones that have the most special rules (USUALLY)
Im not sure though,any ideas?

I think I would disagree.

For instance, my army choose to take a Librarian as my HQ because it is a good support option for a LRC full of terminators - not the other way around.

I'd say the chicken came before the egg.

Designing around HQs is definitely possible, but it is but a single aspect of making a good list.

I'd say that for Orks the army list should be built around how you want to use the main Boyz horde. Everything you take should have synergy with the main idea of how you are planning on engaging them (mech vs footsloggin etc) so your HQ choices are probably going to supplement your Boyz rather than the other way around.

To a point... I mean if your running a Vulcan list and don't take any flamers or melta then that's silly. But I agree with everyone else that you build your HQs to support your other units.

But even then I'd say Vulkan supports an army built around the short to mid-range shooting game rather than the army being designed around Vulkan. I'd say 90% of the time its best to decide how you want the army to function, choose your core units and then add in HQ, Heavy, and Fast choices that support your core army and its functions. For example, if you wanted to build a CSM assault army I would decide on the size and composition of my main assault elements first and then add in units that compensate for their weaknesses second.
