I know a Banshee can scream while in combat, but can it scream after a failed charge?

It's not a shooting attack.

The army book states that you can use the ability even after charging.

If it was a successful charge you would only be able to use it against the unit you charged in the close combat phase due to the fact that you would then be in close combat with said unit and while you can use the ability on any unit in close combat, you are only allowed to use it against the unit the banshee is in combat with if that is the case.

If it was a failed charge you would be able to use the ability in the shooting phase as normal.
