Nope. There's an operative word in the phrase, 'tank shock' that Piranhas are completely lacking in their unit description.

Just to clarify a little you must have the rule "Tank" in the vehicle's profile to Tank Shock or Ram.

As stated, no, they cannot. Only Vehicles with the Unit Type of "Tank" may Tank Shock, unless allowed to by a special rule or vehicle upgrade.

And, just because a non-tank has an upgrade that allows it to Tank Shock, does not mean it can also Ram.
The Torture Amp for the DE Raider has been FAQ'd by GW to state that, while it can Tank Shock, it may not Ram.

The answer is obvious here, BUT everyone should play a few games where any vehicle with an armor value can ram. It makes for some AWESOME moments. Try the suicide landspeeder ramming at full speed into a land raider. IT. IS. PRICELESS
