Then it's just
DoW with no population cap. units in
TW move as Companies and Regiments. Not squads. If they were broken down, then it isn't Total War anymore.
Plus, the special weapons would be left out because all the units in a company in a
TW game have the same weapons.
And a
TW style would not suit those races that operate in smaller numbers
There would be no alliances or trade between factions, which is a major part of Total War's gameplay.
City/province buildup on the worldmap would also not fit with the
40K theme.
Fortifications would pose little threat, as Orbital Bombardment, Titans, and HE Artillery Shelling would make quick work of those pesky walls and towers.
And these are just a few of the issues. To sum things up though, A
40K Total War game would just not work all that well. A game using -some- of Total War's mechanics for a few of it's aspects would work out. But a direct
40K Adaptation would just have too many fluff-breaking bits.
