Command Squad w/ Standard, Champion, flamer (150pts)
Transport: Razorback w/ HK (50pts)

TRP: Tactical #1: w/ 1 marine(s) (15), power weapon, meltagun, lascannon (136pts)

Grand Total 986pts.

There is some room for Flexibility and some adjustments, i can drop the Scouts all together for Land Speeder Tornado w/HB and AC @ 100 pts. which gives me enough for Art. Armor on my Captian. Thoughts? Questions? Comments?

In a list this size with Space Marines most people will tell you that the command squad is too expensive.

I say ditch the scouts and make them much more hard hitting.
Give up the Storm Bolter on the Razorback and the HK on the other Razorback too.

Now give them all meltaguns and powerswords or something crazy like that.
Move the Captain up to Relic Blade and Artificer Armor like you wanted.

Otherwise the Command Squad is just a bunch of guys giving the captain feel no pain and you could take Sicarius instead.

Just my thoughts hope that's not too many changes.

For so few points, I would say drop this HQ configuration. I would either take Sicarius or Pedro Kantor. I personally prefer Kantor because he is: A)Cheaper pt wise, B) Makes you Stubborn, C)Makes all Sternguard scoring. Kantor+Sternguard+Drop Pod/Rhino=335 vs. Your Captain+Command Squad+Razorback=325. You get the special rule and an extra scoring unit for 10 more points. And trust me, Sternguard are well worth the points.

While I love the whole diverse weapons approach, I say keeping it more universal will both save you points, and will simplify things. I say just do the flamer and multi-melta for your special and heavy weapons respectively. And of course keep the power weapon, or if you can make the points work, give your sarges a power fist.

Your list is cool, and will definitely be a fun one to play, but I think it could be tightened up quite a bit. Here is my suggestion for a list:

HQ:
Pedro Kantor - 175

Elites:
Sternguard
2xCombi-Melta, Combi-Flamer - 155

Troops:
2xTactical Squad
Flamer, Multi-Melta, PW - 185

1xTactical Squad
Flamer, HB, PF - 195

Dedicated Transport:
Drop Pod - 35
2xRhino - 35

Grand Total:1000

This list gives you exactly 1000, and it gives you 36 Marines vs 37 Marines for your list. It also makes your ENTIRE army scoring, and follows a major rule for 5th Ed: Mech Up! Throw two squads of SM in Rhinos and have them run around the table and have another one just sit in the back and camp on an objective. Put Kantor with the Sternguard in the drop pod and watch them Shoot, Assault and Consolidate into an objective. Like I said, I like your list, and I think it can be fun, but I think that this one is both stronger and more competitive.

You don't get the Heavy Weapon and the specialist weapon unless you max your squad out

while i like where you are going with this, I built this list based on the figures i own, so that I didn't have to go out and buy more lol.
I did some thinking, I can drop the scouts to give myself two more Rhino's for the two full tac squads.

Hey! you are right! lol, i JUST got to look through the new codex, i am getting used to it, I just about s**t myself when a rhino was 35pts. I expected them to be 50 and a razor 75 lol!

Alright, update to the list, taking the full Mech advice, and sterngaurd, I can proxy up some stern gaurd for now i guess.

HQ:Librarian w/ StrmBltr (3) = 103 pts.
ELT: Sterngaurd, x2meltagun(10), powerweapon(15) = 150
Razorback, +HK = 50
TRP: Tactical (10 man), PwrWpn, Flamer, Missile = 185
Tactical (10 man), PwrWpn, Flamer, Missile = 185
Rhino(s) x2, both w/ strmbltr = 90
Tactical (6 man), PwrWpn = 121
Rzrback, w/StrmBltr= 50
FST: Landspeeder, w/multi/flamer = 70

GRAND TOTAL = 1004pts.

Its, a little over 1k, but usually my gaming group has a 5 pnt buffer lol.
