I have this computer problem for month now. Basically it shows the problem as in the picture.
I took it to the computer shop they scanned it , no virus and such. They told me there is something wrong with
the programs installed that is conflicting with each other. So they told me to go to Run > Msconfig and turn off everything.
So i did , the problem is i think i clicked the wrong tab. Instead of disable all start up , i disabled service. ini
So i tried to re click everything back to the way it was. Then it says cannot be changed due to administration something something.
OH GOD! its a miracle that i can get this msg through.

If you know the admin password then run msconfig again,
Click the BOOT.ini tab
In the boot options section click the /Safemode box
Reboot your machine
It should then prompt you for a login as normal (assuming you have a password on it) and you can then click and login to the admin area
Then try to re-enable the settings it won't let you

I agree the first thing I would do is to launch MSCONFIG and Boot into Safe mode. (you can do this by just hitting f8 at the start up screen)
Once in safe mode if the problem happens again I would Back up all the files and format the HD. If it does not happen again you know that it is a application that is not essential for windows to run, and therefore can be reinstalled without a problem.

I dont understand this back up thing.
If its an error or a virus , will the back up duplicate them anyways?

That file is the Nvidia Control Panel. Its actually relatively trivial. The graphics driver should still allow you to operating everything just fine if that is not working or not loading. It is just a front end that launches to give you quick access to some display settings.
What else is going on? Is it booting up and just coming up with that error, only? Is the PC otherwise operable?

No , it stops for 3 mins every time , and unfreezes for... 5 seconds. and cycle continues.
It stopped freezing when i stopped using Firefox and Opera . Trying chrome atm , and im still ok.

So it is just freezing with those browsers opened up? If its freezing from using the browser then I am going to go out on a limb and presume that the browser freezing is unrelated to that nvidia control panel launch issue you screenshotted.
So the freezing only occurs in Firefox and Opera? Is it just hanging briefly or is it causing your PC to come to a full stop where you can not do anything (including move the mouse cursor) and are forced to shut down?

Its not a virus.
Its a corrupted DLL file. Now the issue you need to find out is whether of not its a system file. Going into safe mode is the easiest way to do this.
Once in safe mode if the problem consists you need to reformat your computer and install something other that Vista (since its a terrible waste of space).
If possible I would back up your photos and all other non-program files.
IF you get into safe mode and the problem stops,
go to run
Type MSCONFIG
Go to the services tab and click the check box that hides all microsoft programs, then click disable all.
Next go to the startup tab and click disable all.
After that hit ok/accept and close MSCONFIG
Now reboot.
If the problem stops you know it was one of the programs you disabled, and you can begin the process of eliminating the programs in question one by one.
If you take it to Best Buy they wont bother going through all the trouble I detailed they will just wipe the machine, and charge you $100+ (trust me I worked for them for 2 years)

Clthomps thats exactly what the computer shop told me to do.
But the problem is when ever i try to enable or disable things , it says im not admin. But i should be? im logged on and everything.
Most recent problem now , is when i try to click "ok" instead of saying im not admin , it just turn into blue screen frozen.

Besides your admin problems you could also try re-installing your device drivers. You might even have old drivers on a disc.
Otherwise sounds like a reformat to me.

Might be a long shot but if it is Vista or up you can maybe go to C:\Windows\System32 and right click on msconfig.exe in there, then select "Run as administrator?".

The only time it asked for the password is when i just start up the window everytime. If i can use the computer normally upon loging in
doesnt that mean im the admin automatically?
Thus im confused to why it says im not when im trying to apply the setting for the msconfig.

Sounds to me like a .dll file is fubar. I think easiest thing to do is back up all your stuff in safe mode, reformat and reinstall windows.
If you can I'd put Win7 on. Vista is crap compared to Xp and it's even more crap compared to win7.

Have you tried entering Safe mode before startup?
Just after the POST diagnostics and memory count, start pressing the F8 key; On the Startup Menu, choose Safe Mode.
See if it gives you the admin prompt when you try to change it in safe mode.
