Styrene tube and green stuff is probably your best bet.

how could i add the tip to them then? or would i have to model each one out of green stuff?

If you want to, but personally, I wouldn't bother adding a tip to each round.

Would cocktail sticks be too thick? Otherwise you could shave down the ends with a hobby knife, cut off the length then repeat.

Can I suggest skipping forward 10 years to the age where you don't really care about what people say on the internet. Studies show that it decreases your anger about life in general by 37%. - Flashman

I assume we're talking bolter or heavy bolter rounds since it's for a Termie.

I would guess this is for an assault cannon termi? Few suggestions...you can either cut a bunch of exposed rounds from the chaos bolters (that could get messy though). Easier may be to get the ork big shoota model that has them laying across his arms already. The ork kommando with big shoota has it (but i think its metal) and there is a plastic one in the ork boyz box. But i could also see using chewing sticks. Pretty much thicker toothpicks. Just snip part of the tip, not the entire thing, and call it hollow point rounds.

I know this site is UK-based but you could probably find an equivelent in the US -

http://www.modelsforsale.com/catalog/product_info.php?cPath=9_99999224&products_id=238235

might be a bit fine for 40K so maybe try 1/35th rather than 1/48th.

For 1/48th in the US try -
