Captains are not the greatest choice of
HQ with the exception of using them to get a command squad. Librarain in Terminator armour w/ storm shield is awesome, Chaplain w/ Terminator Armour or Jump pack, or one of the special characters (Vulcan, Pedro, etc)

Tacticals need Rhinos. Drop the Plasma Pistols they are to expensive and can kill your Sargent. Take a Plasma Cannon or Plasma Gun if you need the extra punch. Always take the Heavy Weapon free or otherwise.

Sniper Rifle Scouts always under perform. If you just have to have them then max out the squad and take Telion

Devastator Squads don't get any respect but are really good IF you keep them cheap. Stick with Heavy Bolters or Missile Launchers. Plasma Cannons and Lascannons are way overpriced. Always add a couple extra marines to suck up some wounds before you start losing your Heavy Weapons.
