depends on the model or how close the shield will be (rank and file i glue bigger captains and generals i do not)

In most cases I even prime them on the sprue so that they don't fly all over the place.

Glue everything together, then paint. If the brush can't reach the spot, no need to paint it. Once the model gets on the table, nobody is ever going to notice.
