I have an allies tournament coming up in Feb and I have been trying to make a list- I play IG and my buddy plays Tau.
For Straken (Cold Steel and Courage) the codex says that all friendly units with 12" have counter attack and furious charge- Does this mean that if my buddy has kroot within 12" they also get counter attack and furious charge?

That is something you need to talk to the tournament organizer about.

Normally one armys war gear (rules, ect) cannot be used by another army. I would be surpised if tournament organizer lets you.

The exception to that being if they're the same codex...in any team tournament I've ever been to or seen, your partner would get Stracken's benefits if he's playing IG, otherwise no.

But again, check with the TO for sure.

Without a specific tourney ruling to prevent it (which could easily be the case) then yeah, Staken works on allied units. For all the same reasons that Vulkan works on allied sisters but Marker lights only work for Tau units - it's all in the description. Some equipment and special rules reads 'friendly unit' and others are specific, like 'Tau unit'.

I'd imagine that most doubles tournies will have this FAQ'd though.

The rules simply don't cover team games. Only your TO can give you an answer.
