I didn't know the answer but a friend and I were wondering....

Can he use either:
Imperial Guard Gunnery Sergeant Harker or Imperial Guard Colonel 'Iron Hand' Straken
with his Cadian army?

For the IG special Characters: Yes you can.

For Celestine: He would need to have a WH codex, and then would have to have 1500 points to be able to play her.
Dont quote me on that one though, it might have to be 1500 of WH models, or just 1500 with allies.

He doesn't have a codex but I am sure he can get one.... I know he does meet the 1500 pts in IG army without Celestine the Living Saint

I disagree. The Rules for Using Witch Hunters as Allies state you can take 0-1 HQ as allies.

Nothing here forbids the allying of Special Characters.

Nothing in Saint Celetene's Entry forbids being used as an Ally.

Thus, she may be taken as an Ally.

Gwar has been miss informed she may only be taken in witch hunter armies (this is part of the restrictions to her use along with min 1500pts army). If your army is not witch hunters she clearly cannot be taken as part of your army.

The codex says "any witch hunters army of 1500 pts or more"...

I'd take that to mean a WH army as opposed to an IG army with WH allies.

This.

Any WH Army of 1500pts or more may take Celestine. This is not the same thing as an IG army with WH allies. However, you may take a WH army with Inducted Imperial Guard, and as long as the total is over 1500, take Celestine...

For an actual rule regarding the IG special characters, check the codex on p89 under "Characters and Other Regiments".

What about karamazov, I don't have my WH codex with me, but what are his restrictions? It never really occurred to me to take a special character as an ally, but karamazov in my IG mech army would be awesome

-Any terrain containing Sly Marbo is dangerous terrain.
-Sly Marbo once played an objective mission just to see what it was like to not meet every victory condition on his own.
-Sly Marbo bought a third edition rulebook just to play meat grinder as the attacker.
-Marbo doesn't need an Eldar farseer as an ally; his enemies are already doomed
-Sly Marbo was originally armed with a power weapon, but he dropped it while assaulting a space marine command squad just so his enemies could feel pain
-Sly Marbo still attacks the front armor value in assault, for pity's sake.

Exact same rules as running that saint. But I think you can really only take one or the other.

EDIT: And it has to be a WH army with allies, not the other way around.
