I asked the guys at the GW Battle Bunker here, and they didn't know what it was, except that it's happening here on February 27/28. Here's what I found at this website:

I'm intrigued since I'd like to only play with painted armies, and it's just a single 2500 point game for each of the three rounds... apparently against any opponent you choose! I wonder why the restriction of "only one dispell scroll"? That seems like it will make it even harder to counter some of the tougher tournament armies out there!
