i have a game with an eldar player. i think i kind of pissed him off. here is a story of skimmer unit.
so i have a SM unit right beside one of his waveserpent and his has another waveserpent on the other side. so with one waveserpent i say your waveserpent is blocking your LOS, but he claim that as a commander he can maneuver his waveserpent to any high he wants, so he can shot me from above. i insisted it can not because it can change the high as he wants that is unfair. i think in the BRB the skimmer must set down after it move. but some people think they can still change the high of skimmer. so please help.

You were right. The height of a skimmer is its flying stand. you cannot pretend to be higher up than you actually are, that´s how True LOS works.

Yup. Whatever fluff descriptions they give for the way skimmers move, LOS relies on the actual, physical location of the model. There is no provision in the rules for treating a skimmer as being at a different height to how it is modelled.
Ask him to point to the rule in the rulebook that allows him to do what he's doing...

I think he means 4th ed, skimmers didn't block LOS.

I think he might be confusing 3rd and 4th ed. In 3rd Skimmers could hover over terrain, and in 4th they did not block line of sight. All that changed in 5th.
