Fast: 3 (420 points= 28%)
Heavy 3 (300 points= 20%)
I have only played a dozen or so games with this list, mostly playtesting while I finish the modeling/painting. I have had a bit of success isolating units with the speed, range, and firepower of the Fast Attack/Heavy Support units, and find that one tank and one of the dakka fast attack units can destroy any 10 man unit in a turn of fire. So i tend to deploy a grouping on either flank, and use my troops as a "refused center", slowly giving ground while i destroy the flanks of my opponents army, and then focus on the (usually beefy) center push. I generally split the scouts into combat squads only if there is something worth sniping at, otherwise they form the first line and attempt to assault any crippled units trying to advance across the table. The tac squad is deployed much the same, i split them only if there is an abundance of armor that i need to take down, otherwise they are the second wave of assault. I regularly split the bike squad into combat units, one on each flank to focus on finishing off any stragglers. The MM speeders and LC predator focus any transports before enemy armor, as i find mounted melee units can become a problem if they are allowed to swarm my lines en masse.
Any suggestions, or words of praise and worship are appreciated.

Wow, that's a lot of Heavy Bolters. You don't play against a lot of vehicles, do you?
You're going to have a lot of problems against any sort of Mech list. What happens when your opponent uses a wall of Av12 vehicles, like Chimera spam or AirCav? That Land Speeder squadron will be priority one for these opponents and will not last more than a single turn. What happens when your opponent has even a single Land Raider? I would give those 3 Attack Bikes Multi-Meltas, and give your other bike squad 2 Meltaguns and a Multi-Melta.
Those Scouts aren't going to contribute much, and why only 2 Sniper rifles? What are you intending for those 2 shots to do? Lack of Powerfist/Power Weapons/Meltabombs means that the squad can only tackle light infantry, which the Heavy Bolters do better. Better to give them all Sniper Rifles, or drop the squad to 5 men with a PF/Meltabombs and take a Land Speeder Storm.
I would give your Captain a Relic Blade. Lighning Claws are great at taking out Infantry, but a RB will give you better overall use, especially against rear armour.
Overall this looks like a 4th edition list that you've carried over to 5th. It's not going to work without more anti-tank.

Great anti troop and mobility. But lack of anti armor like the previous guy said. Meltas on the bikes and multi meltas on attack bikes Melta bombs. Or Predators with lascannon sponsons.

Hey guys, thanks for the input!
@ unbe - you hit the nail on the head when you said it was a 4th ed army, i play mostly fantasy these days and havnt been big into 40k since last edition (if that was 4th?). In my few games i have played predominately nid/orcs/ig and a few power armored armies. i havnt run into any flyers, nor am i up to speed on their rules, so i might be a sitting duck there. In most of my games there have been 4-5 large pieces of scenery/ woods: is that common? because i find it lets me isolate enemy units without much fear of counterfire. Most of the units are because thats what i have finished/WIP...I like the heavy bolter fast attack squads, having full units, and the tanks... but i could easily drop one of the MM speeders, and upgrade the rest of the squads with melta bombs on the chars, melta guns on the bikes, a relic blade instead of lightning claw, and a MM on the bike squad attack bike... tell me what you think of this:
Space Marine Captain @ 170 pts
Space Marine Bike; Relic Blade; Melta Bombs
Tactical Squad @ 240 pts
7 Bolters ; 1 Flamer; 1 Lascannon
1 Sergeant (Power Fist)
1 Rhino
Scout Squad @ 145 pts
7 Bolt Pistol/CCW; 2 Sniper Rifle;
1 Sergent (Melta Bombs)
Space Marine Bike Squad @ 285 pts
6 Space Marine Bikers; 2 Meltaguns; 1 Attack Bike (MultiMelta)
Attack Bike Squad @ 120 pts
3 Heavy Bolter Attack Bikes
Land Speeder Squadron @ 180 pts
3 Speeders with 2 Heavy Bolters each
1 Land Speeder Squadron @ 60 pts
Multi Melta
Predator @ 130 pts Twin Linked
Twin-Lascannon; Heavy Bolter Sponsons
Predator @ 85 pts
Autocannon; Heavy Bolter Sponsons
1 Predator @ 85 pts
Autocannon; Heavy Bolter Sponsons
Total Roster Cost: 1500

Awesome White Scars.
I like the list overall. If I had to pick a few things that stand out at me, I'd say that the twin-lascannon predator should loose it's sponsons, because white scars do that sometimes (no sponson preds), and H.bolters don't really mix with autocannons. (You also seem to have enough H.bolter already)
Are you sure the points on that Captain are correct?
One MM landspeeder seems like a fragile KP waiting to happen. That might just be me.
Edit: You Ninja'd me with the relic blade cost!

Much better. Not for my gaming group, but having numerous large pieces of terrain will always benefit the more mobile army. Switch one of those Land Speeders out, so you have a 2 x Heavy bolter squadron and a 2 x Multi-melta squadron. Speeders with Multi-meltas are, in my opinion, the best anti-tank platform in the codex. I take 2 MM/HF speeders in my 1500 and 1750 point lists and they rarely let me down. Do the IG and Ork players you face take a lot of transports/tanks/trukks, or just mass infantry?

My first thought is to switch out the predators for more bikes and attack bikes. Meltas and multi meltas on them are very effective tank hunters. Problem is that meltas aren't for anti troop, which is what most of the armys you listed have a great deal of.

even more good input fellas, thanks!
I havnt fought a battle vs more than 4 transports yet, (which was ironically the CSM army), and i just kited them while antitank options systematically took them down. All my units (except the mostly sacrificial scouts) move just as fast as a transport anyway, so i find that i can shoot any static heavy weapon units while feinting away from the (generally melee heavy) transport rush. then when i crack one open i can direct all fire on the unit before it really goes anywhere. i will give this new list a go and see if it makes life a bit easier
