Subject: Point-blank Q, oh and Ghost walk as well

I have been wondering about how Point-blank really works.
The way we have played it, it allows a model to use its ranged weapon in melee as a melee attack.
On Revenant Crew this allows them a swing at P+S 9 and a shot at P 10. Both using the Crew's normal MAT.
Now, if I am remembering correctly and we have been playing it correct, this seems like a good thing.
So is it the low Pow hits that make the Revenant Crew still feel so expensive?
Also, Denny's Ghost Walk.
By my interpretation, Ghost Walk allows you to ignore rough terrain when Advancing, which by the main rules allows a charge move, because a charge is an advance.
Is this how you play it?

You can charge in rough terrain these days anyway. You just suffer normal movement penalties
if they apply to you.

Yeah, I knew that. But the old Ghost Walk seemed to read that you could not charge while it affected you. Did I play that wrong back then?
I am asking questions like this to see if I am playing the same game as those I may run into at Adepticon.
It will be the first tournament I go to for WM/H.

Yes, that's how point-blank works. It also benefits from Gang.

Thanks for the sanity check guys.
After some of the interpretations I have encountered for 40k at FLGS , I was a little unsure.
