What is the state of Ogres as DoW options in armies? The ogre book says they can be taken if they army has a rare option of dogs of war, but none of the 7th edition books have that option anymore. Can goblins and Empire no longer take them? Or is it understood that all armies may take a unit(save brettonians) as a rare choice?

This may be in an FAQ somewhere, just haven't seen it come up yet.

Generally tournaments include this in their rules specifically, as the rules are unclear on it. Here in the Midwest, most tournaments are allowing it (the Midwest Rampage even requires some for one round). I think there is no good answer overall, but as long as it’s not horribly bad for game balance, well, why not?

My plan is to just bring 1 unit of them in a goblin army for kicks and giggles. I only really play friendly games, and this army would never be my tourny army. Just wondering what the official word is on this.
