Can a Stompa Gargant move 12 inches turn its back to the enemy to allow troops to disembark (via rear hatch) and then pivot in the shooting phase to reface the enemy?

Yes, that would be legal.
The Stompa can turn as much as it likes as it moves, so it can spin about to allow troops to disembark. Then, since it's a Super-Heavy and can still fire all of its weapons after moving 12", and since it's a walker (which allows it to pivot to face its target in the shooting phase) it can turn back around to shoot at the enemy in the shooting phase.
Seems a little over-the-top, but that's Apocalypse for you.

That's correct. Vehicles that aren't walkers do not have the option to pivot in the shooting phase.

That's correct. Vehicles that aren't walkers do not have the option to pivot in the shooting phase.
Unless it was a HUGE dreadnought that was transporting 10 regular size dreadnoughts..... LOL!
