Was wondering if it would affect walkers as they have an initiative score?

Well, dreads are unit type "walker." JOTWW specifically lists out "monstrous creatures, beasts, cavalry, bikes, and infantry" as those affected. Walkers are not any of those (they just move like infantry), I think for both RAW and RAI, the answer is no.

Yup, JotWW doesn't affect vehicles, walker or no.
This would presumably be due to vehicles in 40K all (even if they have tracks or legs) utilising the same sort of advanced anti-grav hover technology as Jump Infantry in order to hover over the gaping chasm that has opened up underneath them.
Why jetbikes still use an inferior form of anti-grav (as they are affected by JotWW the same as ordinary Bikes) is anybody's guess.

I was certainly baffled by some of the rulings such as the Jetbikes are Bikes, I mean, the impression I got was everyone was pretty much at a census that "Jump Infantry, Jet Pack Infantry, and Jetbikes are all able to avoid it, that makes sense" and then they give us this ruling.
Meanwhile, Deffrollas still may or may not work when ramming...
Not to mention the ruling about IC's and wolf scouts outflanking, which I still don't entirely understand what they were getting at.
I've always been a "play by the GW FAQs even though they disguise rules changes and things that should have been errata'd as FAQs" sort of person, but this one seriously has me wondering about doing so now.

It's a game where space elves fight 8-foot-tall genetically engineered marines that worship daemons. You can't expect it to always make sense.

I think they went with the RAW in this particular case, even though it clearly doesn't mesh with the whole point of the rule in the first place...which strikes me as odd since GW seems to have no compunction using fluff or any other reasoning to back up other rulings, but then at certain points they pick the RAW and make a stand.
IMHO, if you read the rules it is pretty clear that Jet Packs are a sub-section of the Jump Infantry rules and Jetbikes are a sub-section of the bike rules. And hell, 99% of the time if you had a rule that said it affects 'bikes' everyone would naturally assume that applies to both bikes and jetbikes.
But it is also pretty clear that the whole point of that rule was that models on the GROUND get affected, and clearly jetbikes should be exempt if Jump Infantry are...so I really think GW should have manned up on this one and simply ignored the RAW and said that Jetbikes aren't affected.

I take this as proof that the new 5th edition Eldar codex is in the works and that they are already horrified at the amazing shininess of the new Eldar and their jetbikes and they are pre-emptively bringing out the nerfhammer stick.
