It says (I think in the BRB) if you deploy your smoke you cannot shoot.
Is there also a running restriction?

No running restriction. So yes, you can pop smoke and still run.

No. All of the searchlight rules that I'm aware of say something like pick a target for shooting as part of how to use the searchlight. If you've popped smoke, you cannot shoot, so you cannot use a searchlight.

Searchlights are not "used", they automatically light up a target if the vehicle with them shoots at an enemy. Since you can't shoot since you popped smoke, it isn't an issue.

Funnily enough I think the best written searchlight is the oldest one from the Black Templars codex, it specifies that you have to fire on the unit to use it, so there's no argument of "can I roll to spot when night fighting is in use, even though I'm not allowed to fire my weapons"

Interceptor Drones can disembark at any point during the Sun Shark's move (even though models cannot normally disembark from Zooming Flyers).
