That is only if you attach them to a squad to get multiple
ICs per
HQ Slot as per page 22 of the
BT Codex, and even then it only applies to Terminator/Power Armour Command Squads. If you deploy them separately at the start of the game and then move the
IC into coherency, they form a single unit as per the Rulebook. Just remember you can't buy the Command Squads seperatly either, so if you want a Power Armour
IC leading Termies, he has to join a regular Elites Terminator Squad.

Yes.
Sixthly, I heard something about SMs being able to select units from the WH or DH codices as allies. Is this true, and if so, does this apply to BTs as well?
Yes, the rules are covered in the
WH/
DH codex. Page 25 for the
WH codex and page 21 for the
DH codex. Just remember the "Abhor the Witch" special rule Black Templars have on page 23 of their codex when selecting allies.
