I am starting an Eldar army after not playing 40k for 2 years, however I have been playing WHFB actively within those 2 years.
Here is my first attempt at a list, just bought codex yesterday.
HQ:
1. Eldrad Ulthran
2. Farseer- Runes of Witnessing, Spirit Stones, Spells~ Doom, Fortune, Guide
Troops:

You have too much upgrades on everything. Stones is the only useful upgrade exept holofields on the falcon.
Suprise assault is also a useless upgrade since jump infantry can always deep strike in 5th ed.
Even tho a serpent can hold 12 models it can never hold more than one squad. So your Fire dragons would need another serpent.
5th is also very much about mech and mobility so try and have an dedicated transport for every squad that can take one (as a rule of thumb).
Storm Guardians are a sub par assault unit but they are sometimes used with two flamers and a warlock with destructor.
Something similar but alot more durable could look like this:
HQ:210
Eldrad = 210
(He will provide enough psychic power on his own)
Troops:796
10xDAs (Exarch+Bladestorm+Dual Catapults) = 152
Serpent (Shuriken+Stones) = 110
(Dont miss this guys, they are a very solid troop choice)
5x Dire Avengers = 60
(Stick these in a falcon to make it scoring)
10xStorm Guardians (2xFlamers+Warlock+Destructor) = 127
Serpent (Shuriken Cannons+Stones) = 110
(Will have a very short life expectancy if you play them recklessly since they have a lousy armour save and have to get upclose in order to do damage with their 3 flamer templats, DO NOT THINK THAT THEY ARE SUPPOSED TO BE IN HtH!! )
10xStorm Guardians (2xFlamers+Warlock+Destructor) = 127
Serpent (Shuriken Cannons+Stones) = 110
Elites:380
5xFire Dragons = 80
Serpent (Shuriken Cannons+Stones) = 110
(Often used as a suicide unit vs the most treatening tanks)

(Make sure to use the extra move in order to stay away from HtH, might not be the best unit in a mech list since all the low str weapons will be going their way)

(Nice tank, especially when you twinlink their shots)
Falcon (Holofield+Stones+BL) = 190
(Sit back close to your home objective, stick eldrad in here and cast guide when needed. Expensive unit that doesnt put out a ton of fire but with holofields and fortune they are nigh unkillable)

Twinlinked Shuriken Cannons on all wave serpents... is not a good build. Take more anti-tank weaponry.
There's no reason to run squads larger than 10, and few reasons to run less than 10 unless you need a super cheap throw away unit or super cheap scoring unit.
All infantry should be mechanized, except rangers, nothing that is effective can withstand much shooting before they become ineffective.
Vehicle upgrades: I put holofields as the only "toy" upgrade on my heavy support, and stones only on waveserpents with units like firedragons and banshees.
More than one unit of storm guardians in my thoughts invokes the law of diminishing returns. Most of eldar needs to be long and medium range threat.
I also agree that, Eldrad provides all the psycker powers you really need.

Its seldome worth it to take anti tank on your serpents. It is simply to costly. 45pts for a crappy BL is not a good idea.
I was trying to keep as close to his first list that why I only have 2 Fire Dragon squads. Personally Id never run less than 3 squads in a 2k list

The modified list is way better  Getting those 3 flamer templates off as soon as you disembark is always delicious.
I really enjoy having Eldrad and 5x avengers ride around in the nigh-invulnerable falcon. It makes people sad when they try to pop it. 4+ rerollable cover save? Yes please. Mobile psychic powers and a scoring unit to boot? Absolutely. A heavy weapon sponge that keeps on flying? Priceless.
An optional thing to consider (depending on what you're facing) would be to drop one of the FD squads and replace it with something more situational to your fight. Deep-striking spiders are decent for most non- MEQ armies (and popping AV 10), and of course harlies or banshees (even at less than full strength) can bring the pain too.
I like your list because at first there are too many skimmers to shoot at, and then you get to choose what dies when the transports get close. It's a very take-initiative sort of army.
