So while examining the Tau codex recently I came across something interesting.

The Advanced Stabilisation System at the core of it's functionality says "During the movement phase, the battlesuit may choose to use the Slow and Purposeful universal special rule for the remainder of the turn", there are a few other restrictions but that is the gist of it.

It never specifies before the battlesuit has moved, or even that this has to be done as part of the battlesuit's movement, and it seems to be, entirely legal to move all your battlesuits equipped with the ASS 6" in the movement phase, and then once they have all moved, declare the use of the ASS and benefit from Slow and Purposeful for the "remainder of the turn".

Even if you did infer some sort of restriction that it has to be done as part of the battlesuit's move itself, you would be entitled to declare it after the battlesuit has moved, before you pick up and move another unit.

Interceptor Drones can disembark at any point during the Sun Shark's move (even though models cannot normally disembark from Zooming Flyers).

By strict RAW, you would be correct. There is nothing in the rules that states that it must be declared before the suit moves.

I think it would be fairly clear to anyone, however, that a rule that grants yo a benefit in exchange for slowing you down is meant to be used before you actually move. I'd be surprised if too many people played this one by strict RAW.

while the RAW is not, the intent is clear. if you use the benefit, you get the disadvantage. i suspect you would have quite the tabletop argument if you tried to pull this on an opponent in real life. personally, i'd let you do it; of course, i'd be packing up my models at that point so it wouldn't matter much.

The RaW is clear. You can move 6", then use the ASS (Worst. Acronym. Ever.) and fire your Railgunz of Dhoom!

The whole point of the ASS is to get relentless from the slow and purposeful USR for the XV88s. You won't be able to fire your railguns if you move 6" without ASS.

And the whole point of the discussion is that (by strict RAW) you can gain the benefits of the rule by choosing to gain slow and purposeful after you've moved without the slow and purposeful restriction.

Move 6", invoke rule so you're now slow and purposeful, fire using newly gained relentless. Full benefits with no drawbacks.

It's perfectly legal, and will probably get you ejected from your LGS through the nearest closed window.
