There isn;t much point to taking both pistol types. You can only shoot one each turn. Unless you're psychic and can predict when you're doomed to roll a Gets Hot! You might as well take 1 pistol and a melee weapon.
An assault marine sergeant can have a shield and powerfist, yes.

It will say wether the plas pistol replaces the normal pistol, or it is bought as a separate weapon.

Off the cuff, if you're committed to the plasma pistol, then I don't think there's much reason not to either. A standard close combat weapon won't give you anything that bolt pistol doesn't, right? You would still get the +1A bonus for having two close combat weapons. The only reason not to do it, unless I'm missing something, is because the chainsword is free. But if you want the plasma pistol and an extra attack, you're paying the same whether you take a chainsword and PP or PP and bolt pistol, so you may as well rock the double fisting action. I think it's actually kind of a neat idea for a fluffy looking character, with two pistols drawn and firing.
