I've repainted a bunch of prepaints. In general, it's best to paint right over the existing paint. The existing paint acts like a primer and accepts paint pretty well.
If the prepaint paint is so thick that you need to remove it, then acetone is the only thing I've found that strips the prepaint off.
If I have to strip the paint off, I've found that gesso is a great primer for these kind of figures. Lastly, as prepaints are pretty flexible, it's good to give your paintjob an extra bit of protection. Any sort of matte spray (I use the hardware store clear spray) will help to protect your figures.

I would recommend a double dose of washing the mini first to get all the chemicals and other crap off the surface.

I've done this, too, and honestly, all I ever do is hit the model with a little white spray primer and paint over it. Then seal. No big deal, works fine as far as I can tell (2 years after the fact).

superglue works fine. I think I used plastic solvent cement as well, but for sure superglue will work.
