when shooting my hive guard at a unit in a ruin, specificaly the top floor, does my unit get the cover or not?

May want to rephrase that, doesn't make a lot of sense.

I think you meant if you fire the hive guard at an enemy in a ruins does your opponent get a cover save. The answer would be yes since ruins is area terrain, unless you classified it otherwise at the start of the match.
