Greetings Citizens,
Just decided to settle down to a chaos army and get a list worked out beforehand prior to actually buying the models  .
This is my attempt at a funky list.

First couple quick things I would recommend:
Drop the melta bomb + aspiring champ on the reg csms unless you're going to give him some upgrades that you need(ie powerfist to help with tanks or any hardened units that try to tie up your squad). You already have melta guns in that squad. Meltabombs are sorta a last resort if your squad gets run over by a tank and doesnt want to keep getting pushed back.
Plaguemarines, drop the champion unless you're going to give him some upgrades. I'd prefer to see you drop him altogether and give the squad some plasma guns or melta guns(plasma is great because their FNP rule works with it to overcome the one downside to the weapons).
Same deal with the berzerkers. Asp champ with powerfist would be recommended here as well.
Drop the havoc launcher on the defiler. You should be firing the main cannon any time you can, and if it gets destroyed you should be heading for close combat or using reaper autocannon. The havoc launcher is a pretty poor weapon that isnt really that great even on a rhino.
Chosen - The whole point of chosen is their ability to get in close to the enemy with their special rules and hit hard with their ability to take multiple special weapons (flamers, meltas, etc). Arming them with power weapons (and another champion without an upgrade) is just a very expensive unit that might be better off spent as more berzerkers.
Possessed - People constantly say how overpriced and underpowered these guys are. You have a 1 in 6 chance of getting something very helpful, and a larger chance of getting something that isn't that great for the points. They are primarily CC units, but have no transport options. I would drop these for more berzerkers in a rhino, or IMO a squad of raptors for your lord or sorc to roll with (just make sure you get a pair of wings =p).
Terms - Good for the most part. If you are putting either the lord/sorc with them you may consider putting combi-flamers.
Sorceror - I would rethink your equipment on this guy. Doombolt and bolt of change arent really the best combo of psyker powers. I'm not sure if you meant him to go with the terminators or one of the troops or even off by himself, but I would consider warptime (it is just a great power that allows you to keep your guy alive longer to keep those points hurting your opponent instead of letting him claim VPs). You also should drop the combi-weapon if you keep a ranged power. You should either be in CC with him using his force weapon to destroy any enemy he faces, or using his powers. If you're not interested in using one of those two things at all times, drop him.
Lord - Not bad, but consider a daemon weapon if he'll be in CC most of the time. I would just avoid the khorne version because of how deadly to your own unit it can be. If you end up taking a lot of berzerkers consider taking kharne. He is very cheap for what he does and excels at chopping everything to bits in his path.
The only other major thing I see is one lone defiler is a great target and they go down easily. Possibly drop him altogether for some obliterators or havocs x4-8 with autocannons x4(great all-around weapon with a great range). Otherwise try to squeeze in another defiler.

by the decree of the people and the senate of rome, I'm going to give you a quick run down on the chaos codex, because you're new to it.
HQ: lash is one of the best things in your codex. both hq slots in a competitive chaos army should be devoted to either demon princes or sorcerers with lash. next comes a lord with a blood feeder or kharne. all of the other hq choices are third best, and only really make sense in a fluff build. under no circumstances, fluffy or otherwise, should you run a lord without a demon weapon.
Elites: terminators are the only good elite choice for chaos. its not that chosen are bad, per se, its that terminators are better. possessed, on the other hand, actually are bad. give your terminators plasmaguns, a few meltas, a power fist or two, and the mark of tzeentch and you have an extremely hard, flexible unit that fears no one and can take on any mission.
Troops: you have a really good troop selection as a chaos player, so run alot of these guys. I rank them: plague marines, undivided marines, noise marines, berserkers, thousand sons. if you bring an army full of plague marines you'll be ignoring anything lighter than a plasmagun all game. undivided marines are good assault troops. both are flexible, resilient units that can hold objectives, spam assault weapons, and in sufficient numbers can handle most problems. the other three selections suffer from lack of weapon options and over-specialization, and are best left to fluff builds. always buy champions in your squads, always give them combi-weapons, always give them power swords or power fists. always buy rhinos, always buy them combi-weapons, never buy them havoc launchers.
Fast Attack: don't.
Heavy Support: Obliterators are very strong, very flexible, but die to the enemy's heavy weapons. bring 4-6 of them in a 2000 point game, standard, but don't depend on them alone: spam meltas in your tactical squads to make sure you'll always have anti-tank capability. Havocs are a close second: they're not as flexible as obliterators and they're more expensive, but they're a hell of alot harder to kill. Vindicators are another strong choice because they're cheap, scary, tough, mobile, and they have a big gun. just don't rely on it - vindicators tend not to last. your other heavy support choices are b grade at best - unless you just have to have the model you should ignore them.
greater demons are ok but not the best. lesser demons are worthless, don't take them.
your strengths as a chaos player are your hq and your troops section. generally you want to be in close combat, but you need to build your list with the idea that there will be some opponents - demons, tyranids - you don't want to close with. your weaknesses are low model count, poor mobility, no psychic defenses, and no gimmick (like orders for guard, or heroes that give the whole army a new ability for marines.) the three best things in your book are lash of submission, plague marines, obliterators, (which is why you see so many lash-plague-oblit builds). right now you have a mid-strength codex so unless you're a really canny player there are some matches you'll need to get really inventive to win.

One of the biggest advantages of Chosen is the 4 special weapons you can take without a minimum squad size. You could take 4 meltas for a Tank killing Squad, 4 flamers for horde killing, or a mix of both. The CC team concept is interesting, but probably not a good use of this particular unit type.

Generally considered a point sink. You can do well with AV14 as a fire-magnet, and you could assault your KBs from it, but it's an awful lot of points.
