Had these ideas and wanted to share.
I want to get more use from some Eldar units I find lacking. I am going for balance here. I simply want these units to be worth their points in 5th Ed.
Shining Spears - 2 attacks, and change the lance to AP 3. Done. They are now viable.
Warp Spiders - Give them a 3+ cover save after they make their 2nd jump. Done.
Swooping Hawks - Change the Laser Rifle to S4. Eliminate the deep strike ability and replace it with Heroic Intervention ala, Vanguard Vets. Done.

I don’t disagree with your other ideas but I think Swooping hawks need a bit more than this to become viable. The most common term that applies; they’re an aspect without a role. The context of the Eldar army requires that every unit has a designated function. Swooping Hawks are currently lacking this and, until they are given a role, they will continue to collect dust on the shelves of most elder players.

Warp spiders have a 3+ armor save They don't need a 3+ cover save as well. The only things that get 3+ cover (without swarm / stealth ect) are jet bikes who turbo boost & then they cannot shoot. That would make warp spiders OP as I don't know any eldar player who doesn't use the second move whenever they can. As for shining spears I'd say give them the extra attack on the charge only to represent the lance possibly hitting more than one model. AP 3 I don't see why you need it but I don't see why not so sure. edit: Swooping hawks. I think they need to be reworked completely as incarna said, they don't quite serve a purpose and they're very bad at what they can do on the table.

On Swooping Hawks, if they get heroic intervention, they can swoop down on armored targets. They have good grenades and that ability that they never need more than 4+ to hit. So anti armor. Then if they had S4 weapons, they could swoop down and be effective at shooting, with 24" range.

I am not sure I follow what you are trying to say. Why would outdated units need to cost more to be updated?

This also makes no sense, unless I am missing something in what you are trying to say. Any unit with Jumppacks (which is what Swooping hawks use), gains the deep strike rule. Why would you remove a perfectly acceptable universal rule, and replace it with something that is mildly ridiculous in the context of one of the best AT weapons in the game. I won't argue haywire grenades are superb, but they are great at what they do, and stand a chance of being incredibly effective.
I would suggest that they get S4 weapons, and a minor point drop. 18-20 points sounds good. You could mess around with the Exarch's powers a bit, and possibly make them a bit more expensive.

That sounds good, I just added base, to indicate that it would be the amount of base attacks.

I am not with you on this one though.
Warp Spiders need better (read: actually useful) Exarch powers, that is the primary drawback most definitely. Beyond that, perhaps AP6 on their guns. Not totally sure about AP6, but it might be fair.

Hmm... I like that feature quite a bit though. The Yo-yo tactic is really fun, and I would hate to see it go. Heroic intervention just sounds like way too much for such cheap units. If he is talking about an upgrade, I could see that working out. It would be nice to see 3 powers for all the Exarch anyway. I feel that aspect warriors should be able to take advantage of their Exarch's a bit more.

Keep inmind that the unit is not a close combat unit. The only thing i plan on assaulting with them is Vehicles and use the Haywire grenades.
