Can the Deceiver run and use his "deceive" ability during the shooting phase?
Although it takes place in the shooting phase, it's not a psychic shooting attack nor does it make any mention of actually shooting aside from the phase I use it in.
The running rules don't seem to place a restriction on me using this power, either, provided it doesn't count as a shooting attack. It seems to me that it's similar to a dread popping smoke when he runs.
What's your take on it? I think that I get it by RAW but this probably isn't RAI.

Because running is "instead of shooting", and decieve is neither shooting nor a psychic power that counts as shooting. As such using it does not deny you running, and running does not deny you the ability to use the power.

Thanks, I just wanted to make sure my own interpretation didn't violate some arcane clause I wasn't aware of.
