Step 1: buy Lizardmen army book
Step 2: design army list
Step 3: purchase models
Step 4: paint models(DO IT)
Step 5: play games with models

I can give you plenty of tips on tuning your army, but no one is just going to hand you a list.

Or if you want to be handed a list, just look for other 1k Lizardmen lists rather than asking someone to hand it to you.

You really should give the book a read and see what units you like most. Lizardmen are very versatile in that you can play them a variety of ways and they have a great mix of units that work well together. Find out what you like, come back with something in mind.

Solid start would be to get a battalion box. That's 1000+ easy.
