Ok this is a list I came up with the other day - it requires me buying a lot of tanks so I would kinda like to run it past as many people as possible before I field it - any help you can give me in the way of comments would be greatfully appreciated. Here goes:
HQ Farseer x2
(both with Spirit Stones Doom Fortune) 260
5 Warlocks x2
(1 Enhance in each council) 280
ELITE 6 Howling Banshees 96
TROOPS 10 Guardians with scatterlaser x 2 190
2 Waveserpents with T/L Brightlance 270
HEAVY 3 Falcons with EML 405
So it's very basic - we have 3 Falcons with the 2 seer councils and the Shees (to hit high armoured foes) - keep the councils in combat (thats why i didnt take any destuctor warlocks or spears) and 2 two guardian squads are there to hang back, provide covering fire and take objectives later in the game.
2 things I was wondering about was whether to use dragons instead of the banshees incase I meet another mechanised army - I went with the shees because I figured the dragons wouldn't be able to help if I was tar pitted by heavily armoured CC foes. Dragons I would think tend to be sitting ducks after they just popped whatever tank they was after - Shees you can at least tie up in combat to avoid em being shot up.
Also more importantly - I think I remember reading somewhere that you can't put weapon platforms in a serpent but now I can't find that anywhere - please tell me I was dreaming!

2 Standard choices are not enough. Guardians die fast in CC or are shoot down in flames.
If you loose your Guardians how do you want to grab mission objectives?
How get the banshees in CC? On foot? No, they get gunned down before they arrive. Ride in a serpent? They cannot assault after disembark, because you do not want to fly with your serpent, stop, get popped and then Banshees die.
Warlocks are only useful on bikes. Otherwise they are not fast enough. If they are sitting behind and covering the Farseers, what is left of your offense? Especially when the 3 Falcons are down?
EML on Falcons are meh, take Scatter Laser and S-Cannons to have lots auf S6 shots. To pop enemy tanks take your lances on your serpents. EML (plasma) impresses no one.
The list lacks of a clear concept. Remove the banshees, take Harlies instead. And you have to take Fire Dragons to take out enemy tabks, even if they are suicide units.

"If you loose your Guardians how do you want to grab mission objectives?"
I said the Guardians will be kept out of the way in their serpents (maybe even keeping in reserve depending on army I face).
"How get the banshees in CC?"
The banshees ride on the falcon like I said. Your point is a fair one though that they are gonna be sitting ducks for a turn - but I think I'd take Fire Dragons instead not Harlies.
"EML on Falcons are meh","EML (plasma) impresses no one." -
EML on falcons mean you can shoot all weapons at once because if you fire it in plasma mode it counts as a defensive weapon - it might not be great but it's better than paying for a weapon you are mostly not going to use because you have a pulse cannon already!
"what is left of your offense? Especially when the 3 Falcons are down" -
I have 5 troop transports so considering I have only 2 warlock squads - that's a lot of redundancy!
"To pop enemy tanks take your lances on your serpents" -
Err - I have lances on my serpents!

Hmm. Out of reserve they can only grab the objective near your side on the table. To reach other objectives they have to run through the battles. I would not risk this. Imo Guardians can only sit on an objective near cover to defend it. I would not going forward with them.
The EML on a falcon is imo to expensive to use it as a defense weapon. I always take scatter laser and s.cannon to have a 6 inch moving fire-everything tank.
The lances on your serpents are just fine. No criticism here.
After all. No offense intended.

Fair comments but I still think I prefer to take the EML and then I can move up to 6" and fire the krak shot and upto 12" and fire the (somewhat unimpressive) plasma - personal choice I guess - but I like to keep em moving (makes it harder to assault and gives me more options). I'll think about it - if I just put 2 shuricannons on each Falcon this gives me 6 str 6 shots a turn and frees up 15 points to play with. Hmmmm....
Don't worry no offence taken - I'm always this grouchy!

I wouldn't bother with scatter lasers on the guardian units, if you are going to do them, might as well as make them a threat with ELM's or brightlances.
Considering that chaos scares me...and they generally take obliterators, I'd take brightlances.
I think you are better off turning in two falcons in for wave serpents, and have a larger banshee unit, and a larger warlock unit. I question why you have two dooms per turn, I can't see where you will find a need for the 2nd one, your first doom is so your banshees will win combat, after that, you are pretty much wounding on a 2+ with everything else that's important. Maybe ELM using plasma rounds, but I'd far rather see one guide and one doom then see 2 x doom. guide makes your falcons pretty scary, but... then you need 3 guides... so drop 2 falcons, add two more serpents, update those two CC squads you have, and if you can squeeze room, maybe a throw away squad of fire dragons.

Sounds good sazzle - but I don't think I've got the points to do what you suggest - I'm limited to 1500

I'd consider one maxed out Seer Council instead of two small ones.
The Farseer needs both runes these days and the Warlocks should have enhance and embolden.
Falcons lost an edge in the 5th ed. I'd replace them by Serpents as Sazzlefrats already said.

Much like what Wuestenfux has said.
Farseer with doom & fortune & runes of warding (required) runes of witnessing is a maybe, but good call against nids & singing spear since you have the points
9 warlocks 1 enhance, 2 destructor, 1 embolden, also 1 singing spear
shuriken wave serpent, with shuriken catapults & Stones
5 fire dragons
shuriken wave serpent with shuriken catapults & Stones
10 dire avengers (naked is fine)
brightlance wave serpent with shuriken catapults
10 storm guardians with 2 x flamers
brightlance waveserpent with shuriken catapults
2 x fireprism w/ holofields
Now you have 6 skimmers, and instead of the one shot falcons that get nailed easily without holofields you have two very annoying fire prisms that can sit back and shoot the entire game, or move them up, and take the firepower off your waveserpents. I replaced your troops with units with units that have much more firepower, they still suck, but 2 flamers is better against ig, orcs and nids than a scatter laser is against anything, 10 dire avengers is just plain more killy power against the same, at better range. You push forward with the council and the dragons on a flank that looks good and you should be fine... fine tune and find out what works best for you... I love destructors and flamers... that kills hordes super fast.
