Ok what will GW allow for a count as army for instance do you have to be that exact chapter of that codex i.e only a space wolf can use a space wolf codex (by this i mean if you have the models and such does it matter the color you paint them) as i play a red wolves army which aren't a SW successor chapter but it fits the bill i would think. Is this allowed or do they have to be that grey blue color and one of the great companies?

What You See Is What You Get only applies to the actual loadout of the model. They can be painted anyway you want. GW has become huge fans of Counts As in 5th edition. My "Space Wolves" that I took to the Broadside Bash are all robe wearing marines with blue robes and white armor. As long as they are equipped as seen you won't have any problems.
