I was playing a game of apoc' as IG against orks and my PBS did "weaken resolve" on Ghazgkull and his squad of Meganobs. I then started shooting them up with my las cannons and killed all but Ghaz. As he was left on his own at Ld 2 and just a few inches from the board edge I moved on, shooting some burna boys and a nob squad with my demolishers. At this point my opponent (who was leaving Ghaz's Ld test till the end of the phase, called Ghaz's Waaagh! I checked his codex, it says he can call it ANY time. There is no test for the Waaagh, so now he says all his Boyz are fearless, including Ghaz, so no Ld test and no pinning tests etc.
I went on to get 'em all in the end (by my turn 4 he had a Warboss and 2 boys left) but can he do that thing with Ghaz's Waagh in my turn, negating tests that should already have had their effect?

I personally would not call it in the middle of resolving an action, but that's just a personal preference. Any time means any time.

As an afterthought, if Ghaz calls his Waagh, then is killed, does hiw Waaagh carry on? (Doesn't say it doesn't so I suppose the answer has to be yes!

I would be inclined to say yes for the rest of the player turn, but the rest of the orks would not keep it up the following turn as normal.

Yes, the Waaagh Carries on. You can even all his Waaagh if he is dead or in reserve, just so long as he is in the army.

As above. There is no requirement for Ghaz to be present in any way shape or form at the time you call the Waaagh!, as long as he was included in the army list.
