Firstly, this is the 40k RULES forum, so I woulo suggest asking the mods to move it to the correct forum

Secondly - what marines? Vanilla marines, Space Wolves, BT, DA....

Well Striking Scorps work best on GEQ or MEQ, anything tougher than that is better left to stronger firepower, unless you need to tie them up, for example holding an objective.

Personally, I think the best Exarch weapon is the Biting Blade: hitting on 3+ against standard Marines means that you should get at least +2S from the Blade. But obviously, it's your choice on weapons for the Exarch.
