You can paint your marines however you'd like and call them whatever you want, as long as you follow the rules in the codex.

As long as everything is WYSIWYG and legal for the codex you're using, you can pretty much do whatever you want.

"Counts as" can be a lot of fun.

Although a number of people/tournaments wont like you painting as one famous chapter and playing as another, e.g. no using your dark angels with the space wolves rules.
