The CSM appears to lack a trooper dedicated to Tzeentch...unless I'm missing something here:
Berserkers->Khorne
Noise Mariens->Slaanesh
Plague Marines->Nurgle
? -> Tzeentch

Would Rubric Marines fit for this "tier"? Or are Rubric Marines unique to the Thousand Sons legion?

Thousand Sons have their own entry...or are they so bad that you compeletly missed them? .

This is a little story about four people named Everybody, Somebody, Anybody, and Nobody.

Somebody got angry about that because it was Everybody's job.
Everybody thought that Anybody could do it, but Nobody realized that Everybody wouldn't do it.

Hey now! Thousand Sons are good in my opinion, I'm thinking of starting a second army with them. A complete Thousand Sons army headed by Ahriman! Sounds awesome to me, and the 3 AP would destroy the troops of every other army pretty much.

2,500pts Hive Fleet Goliath - Tyranids --- W-10 . . D-4 . . L-5
2,000pts Empire of Quatar - Tomb Kings W-3 . . D-1 . . L-6
1,000pts Angry Marines - Blood Angels --- W-1 . . D-0 . . L-0

Rubric Marines would be the dedicated Tzeentch troops for gameplay purposes.

As far as fluff's concerned, though, they're different, in that you can't actually join them (and I can see very few fringe benefits why you'd want to, tbh)

Theoretically yes, though I don't recommend starting a pure 1k sons army. They're over costed for what they do.

Eh fielded en masse Plague Marines are very good. But only 1-2 units of them is easy enough to deal with.

Pat that askala, O-H-I hate this stupid state

The 1k sons would be fine IF you didnt have to have a sorcerer. I have an all 1k sons army and they are somewhat competitive. I have moved from an all 1k sons army to a mix of them and CSMs to make up the lack of AT and killing me on points.

Then it comes to be that the soothing light at the end of your tunnel, its just a freight train coming your way!

The Rubric Marines are a very, very special kind of people fluff-wise, as they are solely the original, non-magical member of the Thousand Sons. No-one can "become" a Rubric Marine.

Anyone else devoted to Tzeentch is pretty much inevitably a sorcerer, I believe.

If you want a Tzeentch warband that isn't exclusively Rubric marines or sorcerers there is always the Scourged. They essentially have the 1k Sons colour scheme but allow you to make a full fluffy Tzeentch army.

The reason for the Rubric of Ahriman being cast was precisely because time spent in the service of the God of Change tends to be harmful to your sanity and body. In order to prevent the Thousand Suns from falling into madness and mutation Ahriman cast the Rubric, but at the cost of preserving only the sorcerers whole, while the rest of the legion were reduced to dust and spirit magically preserved beyond the reach of time.

So yeah, "Sorcerers". I'd also go for "Possessed" and "Chaos Spawn".
