Depends what you define as allowed.

In general, anything goes with your opponents consent.

With vehicles, the old VDR tends to overcost them, should make an attempt to field them easier....
IMO any vehicle based on existing models and somehow viable ( ie not a rolling heap of guns with xthousands of shots per turn )
that also follows WYSIWYG and keeps the 'official' approach in mind ( weapon mounts, maximun weapons per size of model as seen
at GW models ) should have a chance to find someone willing to face it.

The completly self-created models ( but maybe based on fluff ) need a bit more explanation, still if you dont go overboard with sillyness
it may find its place in a friendly game.

Any game event of standard 40k or official campaigns may not welcome your creation and simply forbid to use models without entrys
in official publications of GW ( codices, rulebooks, PDF ).

Under the couch

The VDR was introduced in 3rd edition to allow players to create their own vehicles. It made a bit of a resurgence when Apocalypse was released... but it's always required your opponent's consent to use vehicles created with it.
